El Pulso LatinoTM
El Pulso Latino™ (PL) is a division of Garcia Research
Associates, and is designed to provide a uniquely Latino look
at the issues facing America today. There are three aspects
to the PL, quarterly tracker, policy/political omnibus (PL-PO),
and ad hoc studies.
One aspect of PL will be a Quarterly Tracker (PL-QT), which
will eventually turn into a monthly tracker of Latino perspectives
on a wide range of topics ranging from perennial issues to hot
buttons of the day.
One key element of this effort is that it is intended to understand
how ALL Latinos feel about the issues, not just the easy to
reach, not just the likely voters, not just one language group
or another.
A secondary product of El Pulso Latino will be a Policy/Political
Omnibus (PL-PO). This program will focus on US citizens, regardless
of their registration status who could, legally, register to
vote if appropriately motivated.
The PO will be a quarterly omnibus study which is a shared-cost
vehicle for political entities, PAC’s, foundations, non-profits,
universities, campaigns or corporations to explore issues, perceptions,
test ideas and review “positionings” with Latinos.
The Garcia Research team will be available to conduct El Pulso
Latino studies on an ad hoc basis for clients interested in
understanding how Latinos truly feel about the important issues
they and the rest of America collectively face. These studies
can be qualitative in nature (focus groups, ethnographic research)
for exploratory research, ad/or message development or deep
background; or these studies can be quantitative in nature (surveys,
intercept interviewing, etc.) for positioning tests, ad development,
policy refinement, campaign message development, etc. Many projects
will include both qualitative and quantitative elements.
El Pulso Latino Team
Cristina Garcia (no relation to Carlos) is of Mexican background.
Cristina grew up in Bell Gardens, a heavily Latino community
in Los Angeles County, just south of Los Angeles. Cristina received
her BA from Pomona College with a double major in Math and Political
Science, an MA from the Claremont Graduate University in Public
Policy and is now completing her Ph.D. dissertation in the School
of Policy, Planning & Development from the University of
Southern California. Her dissertation topic involves the application
of mathematical models to Latino civic engagement.
Carlos Rajo is of Salvadoran background, and a journalist by
training. He received his law degree from the University of
El Salvador and completed a Master’s Degree in International
Journalism from the University of Southern California. Mr. Rajo
was editorial page editor for the launch of the Tribune Company’s
Spanish language paper in Los Angeles called Hoy. He is currently
a commentator for political issues on Channel 52, the Telemundo
station in Los Angeles that broadcasts entirely in Spanish.
